There are numerous powerful phrases or statements in the English bible, but one of them to be the most powerful. I categorically used "English bible" because the bible is also written in other languages.

This phrase is the most powerful because:

• It is the first utterance made by God on earth.
• It made the existence of other things possible.

In Genesis 1:1, God created the heaven and the earth, but when God visited the earth, it "was without form; and darkness was upon the face of the deep. And the spirit of God moved upon the face of the waters" (Genesis 1:2). This shows that God was yet to speak even as His spirit moved upon the face of the waters. However, when He finally spoke, He said, "Let there be light", and there was light (Genesis 1:3).

This first utterance of God on earth made the creation of other things possible. In other words, it serves as a prerequisite statement to the creation of other things. It was the first hit God gave to planet earth to put it into shape. It remains God's first and foremost statement that started the building of planet earth and whose outcome He didn't regret (Genesis 1:4), hence making it the most powerful phrase in the English bible.
